Allan J. Abshez is a partner in Irell & Manella’s real estate workgroup with substantial expertise in land use development law and related litigation. Mr. Abshez’ substantive expertise includes the California Environmental Quality Act, the Subdivision Map Act, General Planning and Zoning law, Community Redevelopment Law, the California Coastal Act, wetlands regulation, endangered species protection, air and water quality regulation, historic preservation law, design review, growth control initiatives, inverse condemnation, water rights law, and congestion and growth management regulation.
Mr. Abshez was named to the Southern California "Super Lawyers" list by Los Angeles Magazine in 2006.
Prior to joining Irell & Manella, Mr. Abshez served as general counsel to California’s largest homebuilder, Kaufman and Broad Home Corporation. Mr. Abshez has also served as an appointee to various City of Los Angeles boards and commissions, including the Miracle Mile North Historic Preservation Overlay Zone Board and the City of Los Angeles Central Area Planning Commission.
Mr. Abshez' development work has included: Community specific plans; redevelopment plans; high-rise condominiums; office buildings; shopping centers; planned communities; hospitals; museums; university campus master-plans; motion picture studios; landfills; oil, gas and industrial facilities; and pipelines.
Current and recent major projects for which Mr. Abshez acted as counsel include:
- The Ponte Vista Specific Plan, a proposed 1,950-unit residential community in San Pedro California.
- The Farmers Market/Grove Shopping Center, master plan approvals for Southern California's most acclaimed new shopping center.
- The Downtown Baldwin Park Specific Plan, the proposed redevelopment of downtown Baldwin Park with up to 8,000 residential units, a 300-room full service hotel, 3 million square feet of commercial uses, 750,000 square feet of retail and entertainment uses, and a 1,000 student charter school.
- The Fox Studio Preservation and Expansion Project, a 1.1 million square foot renovation and expansion of 20th Century Fox' motion picture and television facilities.
