Little Hoover Commission Report on Energy Led by David Schwarz


The Little Hoover Commission, whose vice chairman is Irell & Manella partner David Schwarz, issued the results of its study on energy governance in the state in the 106-page report, "Rewiring California: Integrating Agendas for Energy Reform." The Little Hoover Commission, formally known as the Milton Marks "Little Hoover" Commission on California State Government Organization and Economy, is an independent, bipartisan state oversight agency charged with recommending ways to improve the efficiency and effectiveness of state programs.

The report, which was focused on meeting various statutory mandates to reduce greenhouse gas emissions and to meet the target of generating 33 percent of all electricity from renewable sources, was more than a year in the making, involved six public hearings and brought forward testimony from over 50 stakeholders, including representatives of environmental groups, the California Public Utilities Commission, the California Energy Commission and the Governor’s office.
